VHF 12 and 14?

Speaking of VHF radios on the bay, a captain I know said you could monitor ships positions in the bay on VHF 12 and position info outside the bay on VHF 14. Is this true?
 
Vessel Traffic Service (VTS) uses channel 14 for controlling commercial vessel traffic in the Bay and Delta. You can learn more here: http://www.navcen.uscg.gov/mwv/vts/locations.htm Channel 13 is used for Bridge to Bridge communications between ships. Once a commercial vessel is under the control of VTS they are no longer required to monitor channel 16, so if you see one of those big boys bearing down on you, use channel 13 to contact their bridge.

VHF 12 is the offshore VTS channel. It is for traffic making their approach to the inshore separation scheme.
