I'm somewhat confused about the FCC website:
Like to charter a boat in spring next year at Croatia and need a license for operating the VHF.
I still have valid licenses for Germany to operate the boat, but no VHF license.

Does anybody know what the process is to get it??

In case you are interested, for Germany I have and needed a license to operate pleasure boats at
1. The Lake of Constance (Bodensee) for power boats
2. The Lake of Constance for Sail boats
3. German rivers and waterways
4. German coastal areas

Stop laughing now...
 
I have a friend from Croatia who is visiting there for the holidays. I'll ask him if he knows anything about it or maybe he can find out when he goes in December.
 
Is this what you're looking for?

The FCC Restricted Radiotelephone Operator Permit is required for boaters having an HF radiotelephone, for boaters having a VHF transceiver and traveling in foreign waters, or where fitting of a marine radio is required by law (e.g. on boats 20m long or larger). There is a fee for this lifetime permit, but no tests are required in applying for this license. An application is made on FCC Form 753, available from local FCC Field Offices or by writing to the FCC, P.O. Box 1050, Gettysburg PA 17326.

(Apparently, Croatia is similar to Canada in requiring radiotelephone licences for you travelin' Mericans!) :-)
