I suppose that it's always possible, but not very likely that a newer boat would need a wet sanding.
I would try the leaast aggessive method first.
Start with a polish and wool pad on good rotary. Try it in a small area.
If that doesn't get it where you want it, then move to a compound with a more aggressive wool pad.
If neither work, then I would move to the wetsanding.
No need to do the whole boat at first.
Just try it on a small 2'x2' area to see how far you need to go.
If you have to go all the way to a wet sand, you'll have to follow that up with a compound to remove the scratches, then a polish to bring up the shine, then either a wax or sealant to protect the surface.
I've got a Makita that I use on my boat all the time, along with the wool pads, polish, compound, etc..
If you want me to bring it down and try a small area with you when you come out of the water, let me know.
Then you can figure out what you need, and either do it yourself, or get the right guy to do it for you.
