One guess bird crap!!! they do it by us as well. The birds live in the rafters and can make a heck of a mess of your boat over the winter. But all it takes is a light weight disposable cover like in the picture to keep it clean.
 
The answer is dirt and you guessed it, bird crap.

Every boat in each shed gets covered (draped) with plastic like that.
