Y-Valve position; open or closed?

This sounds like a foolish question, but I just bought a carver 430 with the Vaccuflush system. I want to remove the Y handle, but am not shure if it is in the open or closed position. I can follow it from the seacock to the Y-valve. The other 2 positions on the Y-valve both say "to the holding tank". It seems either way I turn it, It will leave it open based on how it is labeled. Is there a rule of thumb on which way the valve is positioned whether it is closed.

It is closed when it goes to the holding tank only. Closed to the authorities means it can not be pumped out through the hull.
 
Sounds like you have two holding tanks connected by the Y valve to the seacock. The seacock handle is what needs to be removed or secured to prevent discharge not the Y valve that selects the tank.
 
That makes sense. I would have to be in compliance if the seacock was closed. I have never heard anyone mention the seacock, but if that is closed, everything is closed. My Y-Valve must just flip to empty 1 tank at a time. Thanks for the input. I am going to see if can pull any literature to confirm there is 2 holding tanks on this boat.
 
Are there 2 (two) heads? If yes, then you have two holding tanks.
