Tobay is for residents too, but I'm pretty sure non-residents can go in during the week or something at a higher rate, but must leave when the weekend comes along.
If I remember correctly, a resident can only stay 10 days and then must leave for 2 or something before coming back.
The reality is that I've seen non-residents stay over weekends, including holiday weekends, and there are a number of boats that seem like they don't move all summer.
Some regulars do move after 10 days, but sometimes just to another slip.
I've seen them get pretty strict with the people that pull in for the day and just go to the beach without stopping in the office to pay. They take down the registration numbers and send them a bill. I've even seen it happen to people that anchor away from the dock and wade in.
Not usually a problem getting a slip during the week, except the weekdays leading up to the long weekends. Many regulars seem to start pulling in the weekend before, and leaving the boat there all week so they have the slip for the holiday weekend.
Once the long weekend is over the place empties out pretty quick and slips are easy to get again.
I'm a resident, but don't go there much anymore so things may have changed a bit. I haven't even bothered getting a sticker for this year yet. It's a nice place, but the trip to the beach from the Marina is a relatively long one (which the kids don't like), the food in the restaurant (also a long walk)isn't that good although the wait for a table and prices would make you think it is, and my wife doesn't like spending the night there too much unless we are meeting up with friends or something.
