I have just returned from using my boat for the weekend. They do have a phone number, you can call them here: (415) 673-2928. When you are approaching the San Francisco Waterfront head towards Aquatic Park. You will see a semi circular jetty to your left (east), the fuel dock is inside that jetty. You will enter from the east side between the pier and the jetty. Keep the pier on your port side and head towards land (Fisherman's Wharf is back in there behind and to the left of the pier). As you are heading in, you will see a small pier on your starboard side that is about the height of your flybridge. I would rig a couple of fenders with the lines all the way through them so that they can hang horizontally to protect your hull from the tar covered pilings. Have a bow line, a stern line and a spring line ready. As you approach the dock, an attendant will grab your lines and help you tie off. He will then hand you a fuel hose and you will have to fill the tanks yourself. Be a little careful and don't be afraid to ask him to adjust the flow rate higher or lower.
The fishing fleet will generally hit the dock either very early in the morning or in mid afternoon after their charters are complete. I personally try to arrive late in the afternoon and I always offer the attendant a cold beer. Sometimes he has accepted, other times not, but he frequently will give me the commercial rate, especially if I'm taking on a large quantity. The price is generally the cheapest but Clipper Yacht Harbor in Sausalito is often very competitive too. I will email you a spreadsheet with all of Delta/Bay fuel contacts.
