The biggest concerns about flooding are the elevation. Some of the newer houses are built to FEMA standards, such as 15' above mean high tide for the last 100 years, or a certain level above BFE (base flood elevation) They also have all the systems elevated, such as the A/C condensers bolted on to a platform 4' off the ground.
Also, many of the towns are no longer issuing permits for basements to be built. This does limit the amount of space/storage a house has, but, the obviously feel that the risk of a basement flooding is high.
I've seen a variety homes, and all I'll say is, we're looking at something as high as possible. Even if not on the water, many people got flooded as they had lower elevations.
