COAST GUARD ADVISORY NOTICE
These bulletins are informational for the maritime community within this Captain of the Port zone. They advise
you of emerging information and situations that may impact the safety and/or security of our Marine Transportation
System.

In accordance with regulations published in 33 CFR 165, the Captain of the Port of New York has
established a temporary Regulated Navigation Area on the waters of the Hudson River from the
shores of Liberty State Park to an area south east of Ellis Island (see page 3). The temporary
Regulated Navigation Area will be in effect from 9:00 a.m. until 6:00 p.m. June 17 through Sunday,
June 20, 2010. Movement within the race course area by unauthorized vessels is prohibited.
Violations within the regulated navigation area are punishable by a fine of up to $40,000
and/or five years imprisonment.
The following spectator vessel areas listed as BRAVO, CHARLIE, and DELTA will be marked by
inflatable buoys and established on Saturday June 19th and Sunday June 20th :
1. BRAVO Section (Northern spectator vessel viewing area): This section will be established for
all vessels over 20 meters in length (65.6ft). This area encompasses all waters of the Hudson River
bound by the following points: 40 o 42’19.85”N, 074 o 01’35.21”W; 40 o 42’30.18”N, 074 o
01’36.01”W; 40 o 42’32.10”N, 074 o 01’53.53”W; 40 o 42’22.39”N, 074 o 01’57.64”W; thence back
to the point of origin.
2. CHARLIE Section (Southern spectator vessel viewing area): This section will be established
for all vessels less than 20 meters in length (65.6ft). This area encompasses all waters outside the
Ellis Island security zone bound by the following points: 40 o 41’47.64”N, 074 o 02’20.28”W;
40 o 41’30.65”N, 074 o 02’05.88”W; 40 o 41’25.62”N, 074 o 02’09.36”W; 40 o 41’38.21”N, 074 o
02’33.69”W; thence back to the point of origin.
3. DELTA Section (Western non-motorized vessel viewing area): This section will be
established for all Non-motorized vessels. This area encompasses all waters of the Hudson River
bound by the following points: 40 o 42’05.31”N, 074 o 02’46.14”W; 40 o 42’00.63”N,
074 o 02’37.53”W; 40 o 41’53.63”N, 074 o 02’46.34”W; 40 o 41’58.82”N, 074 o 02’52.98”W; thence
back to the point of origin. Vessels must maintain a 200 yard separation from the race course and
participating race air crafts at all times.
4. The Coast Guard Patrol Commander (PATCOM), CGC KATHERINE WALKER, will control
access to the regulated navigation area and monitor VHF-FM channel 13 and 16 during the event.
Coast Guard, Coast Guard Auxiliary, and local law enforcement agency vessels stationed in the

vicinity of Ellis Island will provide on-scene guidance to vessels transiting the Hudson River in close
proximity of the regulated navigation area. Vessels must maintain a 200 yard separation from the air
craft race course at all times.
Spectator vessels intending to view the event from any of the
designated spectator vessel viewing areas should be prepared to maintain position without
anchoring. Vessels will NOT be authorized to anchor at any time in the spectator vessel viewing
areas. Waters outside of the regulated area will remain open to vessel traffic. Designated ferry
services will be permitted to operate to and from Liberty State Park during the event.
