But if you make one Jose rich, he can employ thousands of other Joses so they won't have a need to come here. After all, Mexico has much more desert land than California that can be irrigated.

I know they have no water because we damned up the Colorado and effectively took it all, much like what our elected officials are trying to do to the Delta. But maybe they can strike a deal with the drug lords to give them money to build a desalinization plant. And in exchange they will help the drug lords grow their own kind of crops.
