If you have no fish in the boat, why would you need a license? They can only bust you if you have fish.
This is just another money grab (tax) by our great government(s).
In Florida they can bust you if you have fishing gear in the boat and no one has a license. We always get checked several times when we are there. I'm not arguing with the FMP(Florida Marine Patrol). I'll leave that to someone else.

Let me try and sum this all up. No more fishing, more sin taxes on things like soda (mixers will be more expensive), fuel prices rising, taxes going up.
