In answer to your question, the funding is to restore, not improve. hence, no upgrades to the power poles. PS, those poles are not cheap, figure without labor $1,700,00 per pole. Same reason for not moving the poles, "restore" not "upgrade"
Now if the concessionaire was smart, and felt that moving the poles would earn him more money, now would be the time to have this done and he pays the additional money for such. I don't pretend to know the business there, so what seems to be a "no brainer" to us, just might not be the case.
