Calif. Gov. Arnold Schwarzenegger on Tuesday completed the process of removing an $11.1 billion water bond from California's November ballot and delaying it for two years.

The governor signed two bills, one of which postponed the water bond vote until November 2012. The other delayed the terms of the nine members of the California Water Commission, which would have allocated some of the bond money.

Lawmakers on Monday scrambled to secure the necessary two-thirds votes in the Assembly and Senate to pass AB1260 and AB1265.

Bond supporters feared the state's dismal economic climate would turn voters against the measure. They say the two-year delay will give them time to persuade Californians to support it.

Opponents had wanted the bond to stay on the ballot so voters would have a chance to reject it.

Schwarzenegger will leave office in January because of term limits, and responsibility for the bond will fall to his successor.

Republican gubernatorial nominee Meg Whitman had previously voiced her support for the bond - a stance that helped win her the endorsement of several major farm groups, including the Western Growers Association.

Her campaign on Tuesday criticized state lawmakers for failing to solve California's water crisis and said that if elected, Whitman would push hard for the bond's passage.

"As the next the governor, Meg will do everything in her power to make sure the bond wins voter approval," said spokeswoman Sarah Pompei. "In the meantime, she would work hard to pressure the federal government to consider the economic harm of their policies restricting flows."

Whitman's Democratic opponent, Attorney General Jerry Brown, has so far declined to take a position on the water bond, according to campaign spokesman Sterling Clifford.

Asked whether Brown would push for the bond's passage as governor, Clifford said it was "premature to talk strategy on a 2012 ballot measure."

The water bond is intended to upgrade California's vast water system, which was built decades ago when the state's population was about half its current size of 38.5 million. Funds would be devoted to cleaning up contaminated groundwater, boosting conservation efforts, updating sewage systems, and researching the possibility of building at least two dams sought by farming interests to increase their water supply. I can't stand Fat Meg. I don't like her way of campaigning or her politics. She originally was all for supplementing aliens and their children. As the tide changed, so did she. The most untrustworthy candidate I've seen in a long time.

If you are familiar with "Moon Beam's" record, you might notice both candidates are lacking.
I think we should do a write in campaign for Dave.

It's the lesser of 2 evils. Moonbeam is a bigger idiot so I see no choice but to vote for Meg. Besides, our legislature is so broken it probably doesn't matter all that much.

A vote for Moonbeam is probably an immediate tax increase for most of us.

A professor I had during the Vietnam war said it best when asked if he supported the war or not. "Some of my friends agree with it and some of my friends disagree with it and I don't like to disagree with my friends." And he walked off leaving some of us smiling, others scratching their heads.

I vote for Absoloot. Do I hear a second?

Vote for Meg and most big business in CA will see tax cuts followed by some recovery of CA economy. Vote for anyone else and you can expect to pay more taxes and watch the CA economy (especially housing) tank even more. However, the Bond issue would still have to be voter approved by ballot regardless of who wins.

Can anyone help explain to me in easy to understand words, how candidates across the country and especially Meg are spending millions of their own money to get votes? Is it all for the “good of the people”? and that means I am just ungrateful?

From where I stand the Kings new clothes really don’t look so good.

Arnie was supposed to put tax cuts in place for business and that never happened. No governor can do that without the support of the legislature. And it will remain Dumbocratic. So that is NOT a good reason to vote for Meg. It IS a good reason to vote OUT any Dumbocrate legislator on the ballot.

Liz, I'll make you a deal. If you'll stop referring to Democrats as "Dumbocrats" I promise not to call you a Retardican or neo-con. I appreciate you updating us on Delta issues, boating news, etc. but gratuitously insulting Democrats doesn't make your point stronger.

That said, this year's governor's race is at least as disappointing as the last presidential election. Maybe as disappointing as 1980.

Voting for Moonbeam Brown would be like handing a drunked sailor another beer, nothing good can come of it.

At least the liberals in Sacramento will have someone trying to block their plans to drive a stake thru the heart of California and finally bankrupt the state.

She is the best of the two.

politics belong in NBR...

but since you guys started this political thread... let see... you have a choice between a career politician with a checkered past who doens't want to say which side of the issue he will be on and someone who has actually managed a business for a living, and done pretty good.

pretty clear, isn't it?

Neither of them could care less about the Delta. Meg is just blatant about it because of the money that is getting stuffed in her pockets from all the agricultural interests.

In truth, California's economy is too far in the toilet to recover in two years if it ever does. So it's a double edged sword. If the state's economy does improve, you can bet all the water interests in SoCal will pump the dollars into the measure to make sure it passes regardless of who is in office. If that happens, the Delta is history.

On the other hand, if the economy continues to languish then the Delta has a much better chance of surviving. Either way it's not good, but unfortunately a bankrupt state seems to be the lesser of two evils.

Whitman, like all rich wanna be's doesn't have a record to stand on. She has run the dirtiest campaign in California HISTORY, PERIOD. Shes has been doing it since the preliminaries. She has virtually no record of ever voting in her life. She can't talk to any issues.

Brown on the other hand has shown he has lived a conservative life. As Gov, he even lived in an apartment instead of the Gov's mansion. He at least has a history of trying to help California.

Better the devil you know in this case

If California doesn't try to protect it's agricultural industry the state/country will be in a much deeper hole.

I'd rather buy my fruits and veggies from a US farmer than a Mexican or Chilean farmer but that's just me I guess.

As far as I'm concerned Brown is the ONLY option. Meg is untrustworthy and is trying to BUY her seat. She will not feel beholden to the people.

Republicans have just been bad news for such a long time. Their theories and policies do not work in the real world. They look out for the rich which is great if you're rich but what about everyone else?

If she runs the state like she ran her business she will ship jobs overseas.

Just say no to any republican. They do not solve problems and simply dont do anything right.,,,unless you're rich.

You have a Republican governor NOW and conditions have only gotten worse. Ok. Help me understand WHY would liberals WANT to "drive a stake through the heart of California?"

Neither party wants to cause the state harm but Republican ideas simply dont work. See Bush years, See Arnold years.

LOL I am not insulted by by your political references. You see, I am NOT a Republican or "Retardican" and I have no idea what you mean by neo-con. So call these groups whatever you like and I will continue to do the same. I dislike and distrust them ALL!!!!

I am an independent and a Tea Party supporter!

Oh, OK, then let me change the deal: I won't call you a racist, homophobic tea bagger or indumbpendent.

I dislike and distrust them all, too, but my respect for your views and appreciation for the education you provide here diminishes when you insult people based upon party affiliation.

Pascal, Robyn's Nest----I'm surprised you guys posted here. This issue is strictly a California issue. Your opinions don't have the depth of knowledge of the issue required to make any valuable input here. Sorry, but IMHO. Most California's don't have the required depth of knowledge either. they believe the scare tactics and "sound bites" of the southern water hogs. It is all about getting our water cheaply and selling it at a huge profit. The southern farmers, who are trying to grow water hungry products in a naturally arid "desert" environment, are at the mercy of Westland Water District, who is the only district farmers are allowed to receive water from. And those crops have to pay for that hugely inflated water by passing that cost onto the consumer.

My posts here are intended to encourage those who love and enjoy the Delta and SF Bay Area to become knowledgeable of how these issues will impact their ability to boat in these waters. To get more info then just the "sound bites"! Remember that the Delta area, along with being a first class boating area, is also primarily made up of farms growing crops which go to market too. When too much water is diverted from the delta, the water remaining becomes to salty to use for irrigation or to provide our communities with drinking water.

If I posted this info in NBR, too many folks interested in the Delta issues would miss it.

Maybe DLL has the right idea: AbsoLoot for governor!!!!

My company has an 90+ million dollar investment in 1600+ 53 foot refrigerated freight trailers that ship California (North, Central and South) produce east. We also ship from the Pacific Northwest and Arizona. If you think that you have to live in California to have an interest in what goes on there you are mistaken.

I have offices in Salinas, Fontana and Long Beach employing over 100 people.

Next time you eat a Mars or Hersheys candy bar, eat some ice cream or many other products (Cheese, bread dough, beer,etc..) we might have brought it to you folks in California....

Water effects more than just boating.
